The Federal State Budgetary Institution «All-Russian Research Institute of Metrological Service» is included in the system of federal executive bodies of the Russian Federation and is under jurisdiction of Ministry of Industry and Trade of the Russian Federation.
It was formed by Decree No. 649, dated May 20, 2004, of the President of the Russian Federation “Issues of Federal Executive Bodies Structure”.
Federal Agency on Technical Regulating and Metrology is the federal executive body that realizes the functions on rendering state services, administration of public estate in the field of technical regulating and metrology. Federal Agency on Technical Regulating and Metrology carries out the licensing of activity with respect to manufacture and maintenance of measurement instrumentation and also implements the functions on the state metrological control and supervision until there are changes in the Russian Federation legislation. Federal Agency on Technical Regulating and Metrology also controls and supervises the compliance of mandatory requirements of state standards and technical regulations until the Government of the Russian Federation makes the decision on delegating these functions to other federal executive authority.
Federal Agency on Technical Regulating and Metrology acts on the basis of Statute approved by Decree No. 294, dated June 17, 2004, of the Russian Federation Government.
Federal Agency on Technical Regulating and Metrology acts directly through its territorial bodies and organizations under its jurisdiction.
Research institutes and Federal Agency’s organizations provide development and production the latest types of measurement instruments such as unit standards, standard specimens and measurement tools. In terms of technical level, the produced measurement instruments a much better than the best world one and also in some settings they are better.
Besides production of measurement instruments, Federal Agency’s organizations also provide a wide range of metrological services including existing agreements and standards.
Export center of metrological production and services under Federal Agency on Technical Regulating and Metrology was founded in 2018 to optimize cooperation between foreign customers and partners in the sphere of delivery metrological production and providing metrological services.
The main goal of Export center is assistance in increasing capacity of export metrological production and services that are produced by Federal Agency’s organizations and other Russian manufacturers of metrological tools.
The main tasks of Export center are:
- Collection, generalization, processing, storage and analysis information that is received from Federal Agency’s organizations and other Russian manufacturers of metrological production;
- Development elements of cooperation strategy with foreign countries – consumers of metrological production;
- Increase awareness of foreign consumers and national metrological institutes about Russian metrological production and services;
- Inform Federal Agency’s organizations and other Russian manufacturers of metrological production about foreign customers demands in metrological production and services.
One of the most important task for Export center is analysis of international measurement tools and metrological services market to identify promising directions of Russian metrological development.
